ADDIS ABABA, Ethiopia - Sudan's government has agreed in principle to refer citizens who are accused of war crimes to the International Criminal Court, a member of Sudan's governing Sovereign Council said Tuesday - a group that would include Omar Hassan al-Bashir, a former leader of the country.
